Office of the City Manager
The City of Fair Oaks Ranch is a "Home-Rule" city operating under a council-manager form of government. The City Manager is the Chief Executive Officer for the City working directly under the City Council. The City Manager provides professional management in the day-to-day activities of the City and is responsible for implementing the policies as established by the Mayor and City Council. The City Manager's Office, in collaboration with the Finance Department, prepares and submits a structurally balanced budget aligned with the council's strategic direction. The City Manager also works closely with Department Heads to ensure that the highest level of service is provided to the citizens in a fiscally responsible way.

- Contracting and purchasing
- Safety and property management
- Short term and long range planning
- Assuring that the vision, goals, and objectives established by the Mayor and City Council are implemented by all City departments

Scott Huizenga brings a wealth of over 20 years of hands-on experience and dedicated service in city management, with an impressive track record that speaks to his commitment to community and excellence. Not only is he a nationally recognized figure in resident engagement, but his strategic finesse in budget and policy formation makes him an invaluable asset to our city's leadership.
During his remarkable career, Scott has demonstrated an unwavering commitment to public service and fiscal responsibility. His service in big and small cities alike exhibit his proficiency in handling complex budgets and financial planning. His strategic approach and leadership has been instrumental in leading large initiatives such as in his development and management of the Citywide Business Plan and Five-Year Financial Model in Kansas City, projects that have had a lasting impact.
Scott’s previous role as City Administrator of East Grand Forks, Minnesota, has given him a unique perspective on managing a full-service city, insights that he has brought and adapted to our community of Fair Oaks Ranch, enhancing our operations and setting a trajectory of sustainable growth and stability.
Scott’s in-depth understanding of our community and his ability to connect with residents reaffirms our belief that he is the right fit for Fair Oaks Ranch. He has already become a respected figure among City Staff, City Council, and residents, known for his transparency, integrity, and innovative approach to challenges.
With a career marked by dedication and exemplary service, Ms. Vanzant has worked alongside five mayors, several council members, five city managers, and three attorneys, playing a pivotal role in the governance and administration of the city.
Carole Vanzant's leadership extends beyond her immediate professional responsibilities. She has previously served as the President of the Municipal Clerks Association, Alamo Chapter, and the Hill Country Chapter, demonstrating her commitment to advancing the profession of municipal clerks. Her current role as the City Manager’s Region 8 Board President further underscores her influence and respect in the field.
Ms. Vanzant is also known for her scholarly contributions to municipal governance. She co-authored the Texas Registered Municipal Clerks 2017 Election Law newcomer’s training manual, an essential resource for clerks across the state. Her expertise on consumer fraud scams was featured in the June 2022 issue of the Texas Municipal League Management Messenger, providing valuable insights into protecting communities from fraud.
A respected voice in public administration, Ms. Vanzant served as a panelist at the 2020 Public Administration careers symposium at the University of Texas at San Antonio, where she inspired future leaders with her knowledge and experiences.
Carole Vanzant continues to serve as Chairman or representative on various state and local level association committees, influencing policy and promoting best practices in municipal governance.

Jim was born and raised in San Antonio where he graduated from Holmes High School, and he currently holds a both a Bachelor’s degree in Computer Science and a Master’s degree in Business Administration. Jim retired from the United States Air Force in 2007, having concluded his service with the 172nd Stryker Brigade Combat Team at Fort Wainwright, Alaska, where he was awarded a Bronze Star for his service in Iraq. Jim made his home in Alaska where he married his wife, Sheila and became father to two children Sara and Sean.
Most recently in Jim’s career he served as Chief of Staff for the North Star Borough in Fairbanks Alaska, where he was responsible for the administration of municipal government operations. In that capacity, he handled strategic planning and oversight of government operations, where he oversaw critical functions such as information technology, finance, public works, procurement, public relations, emergency management, library services, and parks and recreation. Jim was also responsible for planning, executing, and managing operational and capital budget expenditures that exceeded $180 million annually.
Prior to that role, Jim was the Chief Information Officer at the Tanana Chiefs Conference (TCC), a tribal health consortium based in Fairbanks, Alaska. At TCC, he developed and executed a comprehensive technology roadmap that served 42 Alaska villages, with a primary focus on healthcare and social services. His tenure at TCC was marked by the successful implementation of numerous IT capital projects, including a corporate-wide ERP system, electronic health records, electronic records management and retention systems, and third-party medical billing systems.
