Project Overview
The Dietz Elkhorn Roadway Reconstruction Project is a comprehensive initiative to improve one of Fair Oaks Ranch’s primary transportation routes, spanning from Fair Oaks Parkway to FM 3351. This project will enhance roadway conditions, address safety concerns, and integrate multimodal transportation options, benefiting the entire community.

Existing Roadway Conditions
- Length: 1.2 miles (Fair Oaks Parkway to FM 3351)
- Width: 28-29 feet
- 11 ft. lanes
- 5 ft. paved shoulder (north side)
- 1-2 ft. paved shoulder (south side)
- Features: Existing bar ditches on both sides of the road.
Proposed Reconstruction Option
Reconstruction with Additional Shoulders
- Features: 11 ft. lanes, 5 ft. paved shoulders on both sides.
- Cost: $4.3 million.
- Benefits: Minimal impact to existing utilities and drainage systems, maintaining existing bar ditches.
- Notes: Roadway centerline adjustments will be minimal.
Funding and Budget
The project’s total estimated cost is $4.9 million, funded through a combination of:
- Cash funding: $610,150
- Debt: $4.3 million
Design Phase: Funded with $610,150, currently ongoing.
Construction Phase: Scheduled to begin early FY 2026 and continue into 2027, with a total budget of 4.3 million.
Public Outreach: Continuous engagement to ensure the project reflects community needs and preferences.
Why This Project?
Safety Improvements: The current roadway has an Overall Condition Index (OCI) score below 40 in many segments, and it’s projected to drop below 20 in less than three years without intervention. Reconstruction is essential to ensure the safety and longevity of this critical route.
Community Feedback: Extensive surveys and town hall meetings have highlighted the community’s priorities for safer, more efficient roadways that accommodate various transportation modes, including walking, biking, and golf carts.
Multimodal Connectivity: This project aligns with the city’s strategic goals to enhance local mobility and provide safe, accessible paths for all residents, promoting a healthier and more connected community.
Survey Results:
A total of 1,251 surveys were completed, with the majority of respondents being residents for over 10 years.
Key findings include a preference for combined-use and shared-use paths, wider shoulders, and maintaining one travel lane in each direction.
- 39% support for combined-use paths for golf carts, pedestrians, and bicyclists.
- Strong interest in maintaining or slightly increasing the current 30 MPH speed limit.
- Desire for traffic calming measures and improved lighting along the roadway.

Increased activity along both sides of Dietz-Elkhorn between FM 3351 and Fair Oaks Parkway, often taking place along the road shoulders as utility relocation continues. No closures are expected during the relocation process. Additionally, CPS Energy will relocate the light pole near the Chartwell Intersection. If you’re driving through the area, please slow down, watch for crews, and use extra caution.
Construction is estimated to begin in early 2026 with an estimated construction timeframe of 12-15 months.
